Only thing I would look out for is if it looks bloated(bulging stomach).. It could have got bloat/hex when the temp was down and could be why it's not eating.

DO NOT CHANGE 100 % of your water. if you want to make sure your fish dies from stress, do that. never change 100% of your water. in an emergency 75% is max. i do 50% at a time. if there is a problem i will do daily PARTIAL 25-50% water changes until it is better.

dont do what unless you have another tank to put him in and wait for the other tank water to set in and release harmfull chemical like clorine in tab water
there is no reason to change 100% of the water. even if you have a seperate tank, you should never change that much water. your fish is stressed. catching it and moving it to a different tank will just add to that. your fish has a better chance of recovery if you do nothing than moving it to a different tank or changing 100% of the water. if you feel that you need to do anything, try a 25% water change so you don't make things worse.
