I would do a waterchange because the amount of bacteria that will be produced will die after the cycle. The fish that you add will not even come close to adding that much ammonia to your system.
In most cases it works much better if you put some fish in it. Go out and get some feeders or something close, leave them for two-three days and you will get the bio working fine
I would think with the levels of ammonia you have you shouldn't need any fish. Plus you are showing signs of nitrites and nitrates which means it's working. Look like it just can't keep up with the dosing of ammonia. At this point you might as well hold tight till your ammonia and nitirtes drop to 0 then add fish.
I cycled my new tank with Bio Spira in 4 days but I used fish.
i would leave it at that . and see if it gets lower over a few days . if not do another water change . also don't put no feeder fish in there most of them carry diseases
