To attribute situations in the past to the sitting president is often misleading. Otherwise, Lincoln would be blamed for slavery. It WAS legal in some parts of the country ALL of his first term. No one attributes slavery to him!
The impact of the president is one of the most overstated influences in society. Everything is cyclical -- only the names change.
