I just got suckered into buying a light and a hood, both 36 inches long and the light is 1 inch too long... You should definately sell those canopy/hood light system things. Each one goes for over 100 dollars.
Definately go with show tanks and have plenty of large tanks for sale. DONT EVEN sell any of those plastic 2 gallon tanks with plastic themed characters in them (IE dora the explorer or finding Nemo) Or any other "perfect for betta or goldfish" things.
If you can, get some of those CRYSTAL RED SHRIMPS. They are really expensive. Basically they are cherry shrimp with white and red bands. The more white, the more they cost, as long as there is at least a spot or band of red on them.
Feeder minnows such as white clouds and rosy reds are not very profitable. With patience you could get some nice specimens with good color and sell them with the other fish secretly. (my 2 cents)
Congo tetras cost $20 here so you might make a lot on them. Crayfish can go for 50+ bucks if they have a nice blue or deep red. BUT most of all try to figure out how to breed red line torpedo barbs. They cost a lot everywhere. Breed your own after the first batch you order in.
I second the DOG thing, but they cost a lot to feed those puppies, so you got to sell them fairly early. IF they grow up they won't be barely worth a dime to most people sadly. Almost everyone wants puppies.

Aside from that...the cost could vary from 10,000 (run out of your home) to over 100,000 for getting a smaller one started (probably more in Ontario...remember, i`m in atlantic Canada...everythings cheaper here)
Edit:it's really hard to give an estimate without know where you'll rent, what/how much you plan to stock, if your gonna hire help, etc)
