I have a question for you:
How do you define "victory"?
The point is: There is nowhere to go. Nothing more can be achieved, especially not with a marginal increase in troops as Ben pointed out. Especially not without the full support of the elected leaders of Iraq. The US introduced democracy, and the new representatives obviously do not put their hearts into supporting US effords. At this point, it is an autonomous regime and the US has to respect the people's choice.
Thus: Get the majority of the troops out. With the money saved, bring more reconstruction efforts in, to help the Iraqis rebuild their homes. We owe it to them. Bring the Red Cross in etc. Leave just enough soldiers to protect those humanitarian services.
