after their last fight, they accused gsp of greasing. it was called "grease gate" by the fans. bj's camp accused gsp's camp of rubbing vaseline on gsp's body, making him slippery so bj couldn't do his thing on the ground. couldn't tie him up properly. this affected his ability to defend, he couldn't properly put up an offense on the ground, took punishment that he may not have if it wasn't for the allegde greasing
he accepts the loss, he says he got his butt kicked, he's not saying the outcome would have been different if gsp didn't grease, but he believes gsp cheated. i don't think anyone was penalized or found guilty of greasing. but they did get a new law passed. not sure the details but vaseline is now illegal to be used. they use something else now i think to apply to the face and on cuts.
personally, to me he seems a little obsessed and still affected by the loss. gsp responded by offering an immediate rematch. bj penn accepted but then filed the complaint asking for action from NSAC, suspensions, fines,..... but NSAC took no action

it was a formal complaint, not a lawsuit, i think there's a difference, i dunno
and here are some rules that changed since the complaint. I was wrong, they do still use Vaseline but who can apply it, where and when is more controlled. found this in wikipedia which I usually dont' use as a source but this seems to be accurate:
"In response to the incident, the rules of the UFC were modified so that only the official "cut men" would be allowed to have or apply Vaseline to the fighters. The procedures governing the transition from the fighters walk-in to the cage and while in the cage were also changed. Previously, fighters would walk up next to the cage, see the cut man who would apply Vaseline, be checked by the referee, and then have an opportunity to speak with or hug their coaches or cornermen before entering the cage. To prevent an opportunity for the fighters to have Vaseline applied illicitly, fighters now must first part from any company, have Vaseline applied by the cut man, be checked by the referee, and then go directly to the cage. Finally, no cornermen will be allowed to have Vaseline in the cage between rounds. In this way, the fighter's contact with Vaseline is fully controlled by the cut men and referee, who work independently for the UFC."
