Instead of being spoon fed "everything about plants," everything people will tell you has been answered elsewhere, different thread, website, etc. Independent research is how you really get an understanding on things.

What I'll tell you right now is, that light Won't grow much more than brown algae.

2-3 watts is moderate lighting, 4-5 is high(where plants like it). The 3000 kelvin rating alone should tell you that this thing isn't powerful, you want something in the 5000-6500k range. Which usually equates to full spectrum lighting, very important. Need the blues and reds for plant growth, green to make the plants look nicer.

My hood has two bulb sockets so can I put 2 lights instead of buying one?

In a small tank like yours, you should be able to grow low light plants with two of those bulbs. Some low light plants include: anubias, java fern, java moss, najas, bolbitis, and cryptocorynes to name a few. You may even be able to grow riccia on the surface.
