Are you setting up a CO2 system? if you are gonna get that going immediately, then just see what the CO2 will do for the algae and leave the lights how they are.
If you are not gonna add CO2 til you buy a diffuser, then I would cut down the lights to be maybe 2wpg. See what that does. If your plants look sickly bump it up to 2.5. Just play around with it and see what works. Pay attention to algae growth, plant conditions, and new growth.
Yeah, making the caps for the yeast bottles id the hardest part of the whole DIY system. I used a hot glue gun b/c it was easier. The seal broke every couple of weeks and had to be resealed once the CO2 leaked. I think silicone is a good sealant, though i have not tried it.
