Sorry to hear about your loss. I normally just line the first bag with duck tape. You can probably duck tape the second back also, but, I have never needed to do so. It really prevents large fish from gashing the bags. It also helps to slow the bleeding water if there are holes made from the fish.

Air cargo is the safest, though not as convenient. Of the times I've had door to door delivery, from; FedEx,UPS,DHL and USPS all the packages looked as if they were handled very roughly and about 80% of those I had leaking bags and about 50% of those the fish were D.O.A.---These packages move through multipal facilities at fast dead-line pace and the packages are handle very rough ( I use to work at UPS in Chelmsford, MA and seen it first hand,,,hell--handled packages roughly first hand).

Last pulchers I had shipped to me were shipped inside a plastic cage inside the plastic bag. They didnt pop the bag, but the cage was a little rough on some of them and lost 2 out of 5.
 
Just talk to claim where USPS were. Said "Sorry sir, we only insured with lost or damage item"

i was like WTF!!! "the box was destroy, 2 dead fish worth over $700 you telling me i can't claim and get my money back? what about the insured with purchase? If you do not insured me why offer insured? Im not taking any no answer on this"
