The only thing that matters is Cost$$$$. If the 2L Prime is 25.99 and the 2L Pond Prime is 45.00, then there's something that does matter, lol. If both are the same concentration, then I'd definitely do the regular Prime, 2L.

Some folks dissolve the powder with 2 litres of distilled water to make it like a 2 liter bottle of Prime. The Safe bottle of 250 grams comes with a tiny scoop for treating 20 gallons of tap. I just use the scoop to treat my water in 50 gallon drums. If you dilute it, it will stink just like Prime. The following is a link to one online retailer of Safe. Personally I buy mine from the FloridaTropical Fish Farm Association.
