Sexing with certainty and anatomy question

Ok so I have a jaguar cichlid that I would guess is between 10-12" in length and pretty girthy. In a 75 with about a dozen cons. I'm thinking I want to give him (I think he's a he) a mate. He's been through a rough life...well, more so a rough childhood. Anyway, I'd like to know for sure if it's a male. Also, for about the last three weeks his (what looks to me) anus is extended or sticking out. It could very well be his fish member. He has been swimming slowly over every surface as if to fertilize every inch of the tank. Lol any knowledge would be helpful. His fish member/anus is clearly visible in most of the pics.

Well, the lil bit might be the egg laying part of a female.
Thank you for your response yankeejack. So problem has been solved. He is a she. I am presently witnessing the eggs being laid. They can't be viable can they? Is it possible for a convict to fertilize a jaguars eggs?
