OP...can the dogs get to shelter or not.Some need it said twice I guess...and in a serious case, municipality budgets or not, the law is the law.
And if you live somewhere that the ordinances are so uncarred about and nothing can eventually be done, then I feel bad for those dogs...

It comes down to a darn phone call...whats the big conundrum?!
 
I am concerned about the dog's welfare. What if animal control took the dog away from the owner and the dog did not get adopted from someone? What does animal control do then?

What Animal Control would do then is try and adopt them out.
If that's the type of facility that goes to that great length.
If the dogs pass the necessary tests to qualify for the adoption then they will try and adopt it out.
If they fail adoption tests...well, they put them down.

And if animal control cannot find new owners, they would put it down also? I always hear stories about this in the news.

Nationwide, AC put down over 1,000,000 dogs and cats every year. That croso will definitely get put down. That other dog that might be german shepard pretty sure also. They do not adopt out "aggressive" dog and both dog are classified as aggressive.

The reason they would put it down, is because it would be too aggressive to adopt.
If AC stays on the owners butts about it, like they should once they deem the conditions unacceptable, is tell them what they need to do if they really want to keep their dogs without risking seizure.

Maybe they will smarten up and pay more attention to their dogs and suit to their needs better.

If not, like I said...life goes on.

Call AC... They come out give a warning. They will follow up to make sure that what they told them to do is done. Most states have passed the law of you are not allowed to tie up your dog. There was a dog near me tied up all the time. We called and the owners stepped up and changed. Sometimes it works.

not true, there's way more potential dogs then potential owners, they're put down because they can on longer house it, regardless of temper. the ones people think are cute and the youngs are always the first to get adopted, the rest can stay in a facility for a month, eventually they're put down if they can't find someone to take them in. i have no clue where you live but that's how it goes down in the 4 cities i've had the fortune of living in. for some odd reason, i enjoy going to the humane society and animal shelters but i never adopt
