If that's the type of facility that goes to that great length.
If the dogs pass the necessary tests to qualify for the adoption then they will try and adopt it out.
If they fail adoption tests...well, they put them down.

If AC stays on the owners butts about it, like they should once they deem the conditions unacceptable, is tell them what they need to do if they really want to keep their dogs without risking seizure.
Maybe they will smarten up and pay more attention to their dogs and suit to their needs better.
If not, like I said...life goes on.
