How cool do you need it? Room temp should be fine, I would invest in proper chillers. A fan falling into the tank would be a nice electric bath for your axolotl.
 
Well, since room temp is 72+, I don't think that would be a good idea seeing as axis need under 72 and thrive around 55. The fans take water temp from 72 to about 64-65. I don't think there is much risk of the fans falling through a screen top ;)

Edit: as far as chillers go, if you want to buy me a $200 unit, cool! I haven't been able to find an affordable one. I'd be willing to pay around $100 maybe, but for now, my $12 fan setup works perfectly.
 
You say this now until one day a cat or something jumps on top of your tank. Learned from past experience that screen tops DO NOT hold a big cat. Invest in a proper aquarium chiller or else have it secured above the tank would be safer.

Anyway, as far as the chiller, refer to my prior post.

Then again, your securing above tank idea is mentionable. I may just suspend them.
