The room temp is usually around 70 degrees F. I don't know whether it would be enough to cool a 50 gal pond outside when the temperatures hit summer time highs but 1/4hp should work most of the year. 1hp sounds very chilly... somewhere I have a chart that tells how much of a temperature drop you can expect with different size chillers and different size tanks. I'll look for it.
