That article was published in 2010 I'm pretty sure it's been surfaced before. Poor fishy but he is old. Look at old people they get the same deformities. Hunch backs. Bad eyes different diseases in it. Trouble breathing it's just an old fish in a less then comfortably house.

I feel TERRIBLE for that fish, obviously the owner doesn't know what he is talking about. And if he OWNS a fish store I'm 99% sure he could afford at minimum a 300 or 400 gallon display tank for it and one or two other large ones. 300-400 wouldn't even be good for life but it would be a step up from 62!
You can not compare that tank to a person in a 6x6 cell. May be a person in a 7x24 yes that is small. The fish did have more than his body length to swim. He may be stunted as 40 some years ago there was not as much info on diet and space as now. As for having lots of money because he owns the store I am not sure what the profit margin is in a fish or pet store. Yes the tank is small but look how we keep our seniors now. They are basically moved into a comparative sized room to live out there lives is that ok.
