i think the culprit is the wedge tailed eagle. a massive bird of prey that has been known to kill kangaroos and attack hang gliders who approach their nests. they essentially dive bomb the prey to kill it by flying into it at high speed and using the force combined with the sharp claws to sever the spinal cord or puncture the skull and get at the brain the scratches could be from a miss

they don't always attack from a high angle, as shown by this video, plus if they came in perpendicular they have a clean shot at the throat, which would be far easier to damage then the large bones of cows, they can rip clean through the heavy nylon used by parasailers easily with minimal momentum so it wouldn't be hard at all to do that kind of damage

nice eagle, but why would it attack cows. they are no danger for it amd way out of league to be food.
