Mine are. I finally put a divider in the tank not because of aggression. To stop them spawning lol

True that! They are holding of three (parrot fish x Texas Chiclids) meanest fish I have ever seen, and a jack dempsy. All four are 3x the size of the jewl. Normally the two of them are not that bad. My wife calls them piranhas when there in a group of 10 or more.
 
Pound for pound, jewels are no joke. They'll intimidate fish big enough to eat them.

This has been my experience with them as well. The jewel I had fought with a devil, and routinely won by backing the devil back across the tank.
 
I had a breeding pair of jewels and they dominated a good half of the tank that they were kept in. Although there was one male electric blue (sorry don't know what actual name is) and he stood his ground by just swimming around too fast for them to bother chasing.

Water changes are "flow through" with a drip option. Excess water goes out to the trees, roses.
