To cut that list down, lol, which plants would be the ones that require less care and lighting and be more available up here in the Bay Area to a person without a car?
 
how about cockatoo dwarves very colorful and stay small as long as you stay up on water quality you should be good
 
No One has mentioned African Butterfly Fish? Come on now...thats the ultimate mini-monster! Well thats my opinion at least. They also really prefer planted tanks.

Did someone seriously suggest a senegal bichir? It won't out grow a ten before he graduates? Mabye if he's going to school for six months....:)
 
Hmm . . . but with an african butterfly, would it be possible to have some tetras and the german blue rams? I was thinking about getting a nano cube but those are a tad expensive. >.<
