You're on the right track 
Always dechlorinate when adding the new water.
If you mix it in a clean bucket with the new water prior to adding you only need to use that amount ( i.e. water in the bucket) of dechlorinator.
If you add water directly to the tank (hose) many dechlorinators require you to add the amount for the entire tank volume. Always add the dechlor to the tank prior to adding the fresh water if using the hose method.
Match your temps with the new water to avoid temp shocking your fish / bb and you should be good to go

Thanks everybody! Iknow it might be a ridiculous question about adding water, but I don't want to mess things up at this point. 
It did come with a lid, but the back halves(it's a two lid deal) are open. looks like they were punched open for filter placement. Will take a picture of them later.

dang it. I was thinking that, but did it anyway earlier today due to complaints and yelling. I also got a handwritten note about it this morning. lol. So I just got mad and said **** it. At least the filter didn't get turned off. Added the water and dechlorinator. I even considered doing the sitting bucket thing, but I didn't. crap. Does this mean I need to buy a new bottle of safe start? Any way to salvage it? I still have stability.

Hahah it may be fine. Dont freak out yet. Test the water. Im curious to see if your getting anything. Def gotta be some ammonia in there hopefully some nitrates too
