I can keep a cat but not a tiger.
I can keep a dog but not a wolf
I can keep a budgie but not an king vulture
I can keep a betta and a 7 foot predatory arapaima?

The reasons i cant keep those animals is because they can eat me not because of their size. Big difference. 7 foot predatory fish isnt going to crawl out of the tank and create havoc

But again I'm not personally saying Arapaima should be banned, just that one would be well advised/educated to have a suitable sized pond (and not be stupid enough to get in the water and try and net it) I would also maintain that it's in no way a beginner's fish nor should they be encouraged to jump right in (literally or figuratively) with such an amazing beast.
