Actually memfish is right, you'll either need to cut off the legs below the bottom frame or add additional supports under it because the weight would still rest on the screws
 
so, the 4 little leglets under the bottem boxed frame need to be sawed off and the square box frame on bottom needs to be the what touches the ground or could I add little blocks under the square frame and screw them in
 
I was gonna edit my last post but missed the cutoff time lol... with the plywood on top most of the weight should actually be resting on the 6 legs instead of just on the screws. The problem with that is u have tile floors, so if any of them crack the stand could collapse. You might be able to add blocks under the bottom frame instead of shortening the legs, but they would still create pressure points on the tile unless u use a solid frame underneath
 
could I put a non bowed piece of ply wood under tank stand or if I saw the legs and let the frame rest on all sides as a full bodied piece of wood sits all around instead of the weight on 6 posts pounding to the tile , hell man you got me paranoid on my other tank, I have 2 tanks with cabinet stand and then 2 made stand with 2x4s direct on ground
 
the bottom picture from baseball man is how the supports should be put in place. but you will need to take the tank off of the stand so that you can trim down the original posts otherwise you ill just be transfering the load from the top screws to the bottom screws. the bottom frame should be the thing touching the floor. as you have it right now the 4 posts go down below the frame. if you wanted to try and do it without taking the tank off you could add the supports and then try to rip some 2x4 to fit in between the gap from the frame to the floor.

if you have a home depot or lowes near by they should be able to cut the supports for you at the store and you could probably get them to cut some little pieces to go under the bottom frame to give it some support
 
Hello; Once you get the issue of adding some additional support to take the load off of the screws settled, a way to address the wobble is to add a sheet of plywood to the back of the frame. You could also add sheets to the ends sort of like making a partial box. This should prevent the racking (wobble). The plywood sheets should not need to be to be thick, 3/8's should be enough to stiffen the stand.

A quick way to add some strength might be to drill some holes thru the legs and add some carrage type bolts. I would also put large flat washers on the bolts.

Find out what sort of screws were used. If they turn out to be drywall screws, that can be an issue. Such screws are reported to be very brittle and will snap (Shear) in place of bending. If such screws were used I would get some stronger rated screws and replace them one at a time and perhaps add a few more.

More pictures at various angles might give us better information. It may be that you can salvage the current stand.
