I know that this has been stated before, but just to reinforce it, you shouldn't buy pets that you cant give the best possible care for. Its not fair on neither them nor you.

Reptile rehabiliation center is one thing but most vets don't specialize in taking care of reptiles. Why drop a bill when you may not even be getting proper care?
The OP is doing the right thing, trying to find ways of helping his turtle and seeking advice. He's not asking people to question his pet keeping ability or his morals.
