Go for acrylic. It really exaggerates the clarity of the water. I think as long as they are getting fed properly they should start breeding given parameters are stable and temperatures not too high (which in England shouldn't be a problem)...
If you still find them not breeding after say a month or more, then i would maybe consider adding a small clump of moss or something for the young shrimp to feel comfortable and maybe help the adults feel like breeding...
