I feed my puffer earthworms (live), krill, snails, frozen bloodworms, and occasionally some clams. Mine will eat frozen brine shrimp too, although I can tell its least liked than the other foods. Some live shrimp once in awhile is good too. As someone mentioned, buy some earthworms from a bait store, walmart, sporting goods store etc. Or you can buy a tupperware/rubbermaid type bin (few bucks), poke some holes in the lid, and add some shredded newspaper. Then buy a few hundred worms online and have your own little earthworm farm. I recommend red wigglers.
They are very easy to care for and multiply like crazy. I also second the comment about raising/breeding snails. I recommend pond snails and ramshorns. The pond snails are small and good size for your puffer right now, but later you are going to want to use ramshorns, they are a bit bigger.
