Would a 4 inch peacock be okay with a 7 inch eyebiter? Not worrying about the other fish in the tank because they don't have huge mouths like the eyebiter. 90 gallon setup

You should be fine. I've had a few bigger compressiceps the peacocks and it worked. The ones I had were more show offs than aggressive.

Good to go, I have several 6" compressiceps with even 2"-3" peacocks without incident.
I think more important than species is personalities, sometimes fish get along and sometimes they dont.
