There may be a air pocket in your filter, have u tried tilting the canister underwater to get rid of the bubbles?
 
Also be sure all the suction holes r underwater, many canisters also have a hole behind one of the suction cups that can influence water flow.
 
Can I tilt the filter without worrying about leaks? And the outtake is kinda half in water half out so could that cause an issue?
