If the tig is taking bloodworm, it should be ready to take any nonlive feed, not necessarily pellets but them too. If it is is stubborn a bit, like you said, presoak new feed, including pellets, in the bloodworm juices.
I've never had to undertake any special effort to get my tigs to start taking cut thawed fish. I feed saltwater bait fish, cut to appropriate sizes. I am in the camp that's doesn't believe salt is the problem but of the mind that there is no need to offer tigs any crustaceans with the variety of other feed available.
Many of my tigs started taking pellets on their own too. I merely throw pellets and cut fish for everyone in a tank. Some actually would only take pellet and not fish, some only fish, and the rest takes both. No specific training or work I have done for that.
