VIP FISH- What this means is that per the UPS tracking system, this shipment is out for pickup at the origin (shipper location) city. That means per UPS it was never picked up from the shipper/never shipped. I am not saying that is what has happended because a mistake could have always been made by UPS but I am very familiar with this.
When a package is picked up, it is scanned.
When a package arrives at a hub (distribution center for routing), it is scanned at the origin city.
When a package gets off the plane an into another hub, it is scanned at the destination city.
When a package is delivered to the consignee (receiver) it is scanned.
Basically every "scan" is a routed event that updates the website. There are not scans, or events tied to your tracking number. I hope this helps you, I know it's probably more info than most people want to know. Odds are good it did not miss a minimum or 4 scanned events to never update the tracking system. That would be why they cannot find it.
