Since the package was delivered by the seller or picked up by a driver and dropped off at the UPS store in near SFO, UPS signed for the package in good condition from the seller. Later, they noted that the package was wet and could not be shipped, the odds are good the seller can make a claim against UPS for damaging the cargo while in their possesion. I am not sure how the seller packed the shipment but if it was damaged and leaking before it ever even made it to a UPS hub, the packaging was not strong enough to withstand transport to PA. I would contact the seller with this information and at a minimum see what they say.
UPS triggered the billing information sent because an initial scan was made at the store or by the driver who delivered to the store but it never left that location more than likely. That is why it was never flagged with the other events I mentioned in my earlier post.
UPS cannot provide you or the seller with the whereabouts of the package damaged or not so you may have some room to make your case with them based on that information. Even if a package is damaged they legally cannot dispose of the package, it must bne returned or delivered.
I am sorry to say it to you my friend but if the package was leaking water on 09/09, odds are good the DATS did not survive.
