Is this looking good for a first tropical tank?

I have taken the plants out and put them in sunlight in another container as the bottoms started rotting (light deficiency) i am busy sorting out a led light solution for the tank.
The current light cover is burnt yellow.1459599769959-2108618245.jpg
Hopefully the plants recover.

Remove the cover, they block UVB rays......when the cover turns yellow it's from UVB....didn't it have a warning label telling you to remove the cover?????? Mine do. That's why the plants are dying - everything filters UVB, plastic, glass, even SCREEN......the UVB from the light isn't even making it to the plants, it 's dissipating before it hits the water surface
 
The thing is burnt yellow from the heat, i dont know how to water proof the system as the light cover has a rubber seal. If i take it off it might cause issues

What are the effects of no UV light?
The plant leaves browned then fell off, it is basically a membrane and some of the plants broke in half

I removed the driftwood and did 10% w/c daily for a week and the water is quite clear. Right now its just him and his pot.
I have a few days off school so i am going to order daylight LED lights and put it in the light cavity and waterproof the whole thing, or put them outside the tank on the rim at the top.

His colour is improving from black body with brown/ orange fins to black with a horizontal grey stripe and orange finnage with blue edging. I think it is from moving to betta pellets and weekly bloodworm from flake.

Ill post pictures when i sort out lights and plants
 
Gave the tank a redo, black sand, dragon rock, anubias, java fern, christmas moss and another plant with a new light20160612_140112.jpg
