Can T8s grow Dwarf Baby Tears?

Can t8s from Home Depot grow HC, if so how many do I need for a carpet on a 10 gallon?

Dwarf Baby Tears requires high light along with co2, which is why most people tend to avoid it... A T5HO light fixture would be best if you want to grow HC, and an automated co2 system.
