Spotting in dorsal anal and tail fin is male...
All look male to me.
 
I’m going to give my buddy the other two dovii and move my one dovii in a 240 gallon tank. I was just interested if one dovii will have better colors since one looks submissive to the other one
I would give it some time to see if the faded one colors up, but ultimately I would want the most outgoing and best looking in the group. Just from the pics you posted #3 would be my choice.

So you think the reason for the second one having know horizontal line is because of stress.

Just guessing based on the picture. Is that fish more skittish than the other two? Were the fish shipped to you or did you get them at a lfs? If you got them locally, was there a difference in appearance at the store? I have a female that has a very faded horizontal line, but acts completely normal and occasional darkens up. My other three (1 male) have very dark unbroken lines that never fade. My old dovii that I got at around 7" never had a vertical line. Either it had faded out by the time I got it or was never obvious to begin with.
 
He has glowing blue spots on him, on his dorsal and anal fins and all around his gills. Just didn't know if females got this as well

Hard to tell in these pics since it’s find aren’t the best quality. If there are spots on the fins it’s a male

I am not an expert on the subject, but I think it is just one of those traits that can be more or less pronounced. It may depend on the catch location of the ancestors, or some recessive gene. For me it's the deep blue and greens that make the fish look so impressive, but those colors often don't translate well in photographs. Your impression is certainly more important and reliable than mine since you have the actual fish to look at. Here are a couple of pics of the first male I had which never showed any pronounced horizontal bar, just faded and broken patches.
