why doesn't it look like rot to you, the fin is jagged and part of his front flappers (don't know what their called lol) are half whitish and at edges seem to have a string like texture.Test kit is not a waste of money its probably the most important tool you can have in the hobby. Poor water quality can cause fin rot.
